Trump Signs Sweeping Executive Orders on Education Reform

WASHINGTON — President Donald Trump signed multiple executive orders on April 23 aimed at reshaping U.S. education policy. The directives cover artificial intelligence in schools, university accreditation, school discipline, foreign funding, and support for Historically Black Colleges and Universities (HBCUs).

AI in Classrooms

One order promotes the integration of artificial intelligence in K-12 education. The Departments of Education and Labor will work with states to create high school AI courses and certification programs. Trump also instructed the Education Department to prioritize AI in grant programs, while the National Science Foundation will support AI research in education.

“This is a big deal, because AI seems to be where it’s at,” Trump said during the signing.

Reforming Accreditation Standards

Another order targets university accreditors accused of promoting ideological agendas. Trump directed the Justice and Education Departments to investigate accreditors for bias and civil rights violations. The order allows for penalties including suspension or termination of recognition for noncompliant agencies.

The administration argues the move will promote academic freedom and focus on student outcomes.

Ending Obama-Era Discipline Guidelines

Trump also revoked guidance from the Obama administration on school discipline, which aimed to address racial disparities. Critics claimed the policy weakened disciplinary authority in schools. Trump’s order removes what he called “race-based discipline,” restoring authority to local administrators.

Rolling Back Disparate Impact Doctrine

A separate order eliminates the use of “disparate-impact liability” in education. The concept holds that seemingly neutral policies can be discriminatory if they result in unequal outcomes. Trump called it unconstitutional and said it encourages racial quotas.

Boosting Workforce Development

One directive focuses on expanding apprenticeships and preparing American workers for skilled trades. The Departments of Labor, Commerce, and Education have 90 days to propose strategies that meet workforce needs and promote reindustrialization.

New Strategy for HBCUs

Trump replaced a Biden-era HBCU initiative with a new plan centered on private-sector collaboration and leadership development. The order also disbands the HBCU and Minority Serving Institutions Advisory Council under the Environmental Protection Agency.

Demanding Transparency on Foreign Funding

Another order requires colleges and universities to disclose foreign gifts. Trump said his administration uncovered $6.5 billion in previously unreported funds during his first term. The new mandate seeks to prevent foreign influence and safeguard research.

“It is the policy of my administration to end the secrecy surrounding foreign funds in American educational institutions,” the order states.
